Graffiti or Art?

This is a new one that has just popped up this week.  It is on the side of the Dukes Cut on Park End Street, but the question that I need to ask is would this be called Graffiti or Street Art?  I like it personally and I would call it Street Art, we do not have a lot of this type of thing in the centre of Oxford, and when I spotted this no offensive tag on the side of the pub I liked it straight away.  Think it has been well done, let me know what you think.
