Queuing for Punts at Head Of The River

On the last bank holiday of the year before Christmas summer arrives and when you have a nice fine day where do you head, to the river of course. The River Thames was like the M1 with narrow boats, swimmers, rowing boats and punts all enjoying the weather. At the Head of The River at Folly Bridge if you wanted a punt you had to wait your turn and get in line.

This has always been a mystery to me - why do banks have holidays for no apparent reason??
